thank you and thank you very much for the opportunity to speak today i'm going to introduce
00:00:04
the swiss economic operation agency which is part of the state secretariat for economic affairs this echo
00:00:11
so it's on and has two main cooperation agencies as d. c. which you see here in the light
00:00:17
blue a square it's the largest uh cooperation agency it's
00:00:21
part of the department of foreign affairs um and second
00:00:25
both have activities in the water sector um but as d. c.
00:00:29
has project on a um trans boundary and integrated water resources management
00:00:34
was programming or rural water supply i that's
00:00:38
echo we really focus on improvements to urban infrastructure
00:00:42
ah we um have been contributing approximately three hundred and sixty five million swiss
00:00:48
francs a since two thousand thirteen across fifty five projects uh in thirteen partner countries
00:00:55
and our partner or priority countries are highlighted here in right
00:01:00
they are all middle income countries and that contributes to economic growth in the region
00:01:06
ah and they are also important with regards to this was for in economic policy
00:01:13
our approach underwater sector focuses on the soft components in infrastructure projects
00:01:18
and we have four pillars which you see here around the targets
00:01:22
the first one is to work on frame conditions so we
00:01:25
seek to improve the regulatory framework to create an enabling environment
00:01:29
for the delivery of water and wastewater services and for this we
00:01:32
partner with governments are at different levels for municipal to national level
00:01:38
our second pillar is corporate development or institutional strengthening and this is
00:01:43
at the utility level seeking to work to improve operational and financial performance
00:01:49
our third there is skills developments and and that pillar we
00:01:54
may partner with universities of applied science is probably techniques to develop
00:01:59
new curricula and on the job training modules uh so that
00:02:02
we have a qualified workforce to operates the water and wastewater infrastructure
00:02:07
are you asked there is fans and project preparation and this refers to the identification
00:02:13
planning and sometimes direct funding art of infrastructure improvements in the water sector all of this
00:02:19
is intended to uh enable delivery of accessible
00:02:23
and reliable water and wastewater services and we have
00:02:26
for transfers all seats which i'm not going to details into um but
00:02:31
we consider those across all our project digital isaacson climate gender and specialise
00:02:39
i wanted to say a word about the performance based principle it's a
00:02:43
relatively new approach that we've been applying in our water project in recent here
00:02:48
um and this is an approach where the uh access to
00:02:51
funding is conditioned uh by meeting pretty sets conditions are present
00:02:56
performance targets the way we do this is to conduct a
00:03:00
baseline assessment or initial evaluation to understand the performance of our partners
00:03:06
we uh then define performance targets with them and those maybe set
00:03:10
at the utility level like a reduction in non revenue water for example
00:03:15
or at the sector level and we're starting this um by setting as a target
00:03:19
uh the number of utilities that have um reached um a a certification for example
00:03:26
and when uh the performance targets are reach performance funding is released
00:03:31
um this funding maybe second funding or we may work as a gifted kid dies or
00:03:36
to enable access to larger loans by some of our partners like development backs
00:03:41
and with this approach we have found that the results are achieved faster and often at a lower cost
00:03:49
just a word about our partner is we work with the range of stake
00:03:52
holders governments in the public sector are usually the primary beneficiaries have sickle project
00:03:58
we also partner without getting as i mentioned for skills developments and to bring on
00:04:02
um specific expertise um many of our projects are co financed uh with development backs
00:04:10
and and we seek to engage as much as possible with the private sector
00:04:15
um a few points that may be of interest to you all uh um are
00:04:20
probably called for tender are published on the swiss platform seem laptops dot c. h.
00:04:25
we have a consequence database so if you feel you have
00:04:28
um a specific expertise or technical solution we should know about
00:04:32
please get in touch um and we can i do we sometimes which are directed consultants
00:04:37
for smaller mandates uh one of assessments uh or um studies
00:04:43
and lastly i wanted to point out that we are organising an outreach event in there and on seventeenth april
00:04:49
this will be an afternoon event approximately two are is where we
00:04:52
will discuss in more detail what second does in the water sector
00:04:55
um that with whom we work and how uh you may um access some of the opportunities to to to work with us
00:05:02
so please do not hesitate to get in touch i will also be in the market place with a few brochures um and and what he does
